SUBJECT: Managed Care Program Initiatives at the Department of Health Care Services: Assessing the Promise of Coordinated Care
Summary of Hearing: The State is embarking on a major transformation of Medi-Cal that will impact the health care and ultimately the health of almost a million of the most vulnerable Californians. This includes the transition of seniors and people with disabilities into Medi-Cal managed care, coordinated care demonstration projects involving persons who are dually eligible for Medi-Cal and Medicare, the transition of patients in Medi-Cal fee-for-service counties into managed care plans, and the transition of children in the Healthy Families Program into Medi-Cal. Given both the significance and magnitude of this transformation, the Assembly Health Committee is planning an oversight hearing on October 25, 2012 at 1:30 PM. The subjects of the hearing are:
- The Department of Health Care Services' (DHCS) plans to establish standards and performance measures, including measures of access and quality of care;
- How to evaluate the achievement of these standards, including the evaluation methodologies;
- DHCS' plans to respond if standards of access, network adequacy and quality are not met during or after any of these transitions;
- The role of the Department of Managed Health Care.
